CityScape is a nonprofit, tax-exempt organization governed by a 12- to 15-member board of directors. CityScape was created to establish a partnership between public and private sectors dedicated to the revitalization of the Historic Downtown Cookeville business district. As an official Main Street program, CityScape is certified on the state and national levels by the National Trust for Historic Preservation.
The Main Street Four-Point Approach to Revitalization is a comprehensive, incremental, self-help economic strategy that focuses on developing public-private partnerships to enhance community livability and job creation while maintaining the historic character of the heart of a city's historic Downtown. Main Street programs focus on Downtown historic commercial districts — the businesses, the buildings, and all that affects them.
CityScape is one of 24 certified Main Street programs in Tennessee.
The Four-Points Committees and their focuses are as follows:
  • Design: Preserving and enhancing the visual appearance of the historic Downtown
  • Economic Restructuring: Strengthening a community's existing economic assets while expanding and diversifying its economic base
  • Promotion: Communicating a positive image for Downtown
  • Organization: Building a strong organizational foundation for the Downtown revitalization program

One of the biggest, most successful programs CityScape has created is the Façade/Awning Grant program. In its inception, it was simply the Awning Grant program, which encouraged Downtown merchants to invest in awnings for their businesses, and CityScape in turn offered a grant of 25 percent of the total, up to $1,000. Many of the awnings that are visible in both Downtown areas are due in part to this grant. In 2008, the board of directors decided to expand this particular grant to be more general in nature to encourage façade improvements to the buildings in addition to the awning grants. This initiative has been extremely successful, with CityScape funding an average of eight to 10 of these per year.
CityScape serves as an advocate for Downtown issues with the city and county governments as well as the individual merchants and the West Side Business Association. CityScape also aids in coordinating special events that occur in the Downtown area, and it provides access to national information and networks as well as technical assistance through the Main Street program.

In 1992, the concept of having an organization such as CityScape began with a group of concerned citizens who had the best interest of the community at heart. Rita Craighead, Joe and Connie Albrecht and city manager John Gentry decided that, with big-box stores such as Wal-Mart and Lowe's moving in, Downtown needed attention. In 1992, to remain viable, Operation CityScape was incorporated, and in 1993, it achieved an IRS nonprofit status. The first director, Melinda Keifer, was hired in 1994, and the first office space, provided by Harold Jackson, was in the Arcade Building. Under Melinda’s direction, CityScape was certified as a Main Street community program in 1995.
The first big undertaking was Phase I around the Courthouse Square in 1993. This project cost $587,000, with much of the work done in-house by the city. In addition, Elk Mountain redid the sidewalks, and Todd Masonry created the brick pavers at the corners. The first banner brackets went up at that time, as well. The "Lighting a Memory in Downtown Cookeville" campaign began. The campaign involved 54 lampposts around the Square, with a total of $27,000 being raised to offset the costs.
In addition, CityScape established design guidelines and its Low-Interest Loan Program. It also participated in the City of Cookeville’s Downtown Infrastructure Improvement Project, and it obtained the services of Hodgson & Douglas, landscape architects, to establish a streetscape plan for Downtown Cookeville-Emphasis Area I.
CityScape's signature event, Taste of the Town, was first held in 1996 at the home of Dr. and Mrs. John Limbacher. The Limbachers hosted the 1997 and 2005 events, as well.

Fall FunFest was started on the Square in October 1996 to celebrate the bicentennial and the event will celebrate its 16th anniversary on September 9 and 10, 2011.
